Mihai Precup, Romanian economist

Mihai-Călin Precup (born 2 iunie 1986, in Gurahonț, Arad County, România) is a Romanian banker, Ph.D. in economics[1] and a graduate of the Sorbonne University in Paris[2]. As of August 4, he serves as the Secretary of State[3] in the Chancellery of the Prime Minister of Romania. Between March 17, 2022, and August 4, 2023, he was the Secretary of State in the Ministry of Finance[4], in the Government of Romania[5].

Precup grew up in Transilvania, Romania. His father is a veterinarian, and his mother was an economic director at a hospital in Arad County. He has a sister who is a surgeon.

He graduated from Sebiș Theoretical High School and later from the Bucharest University of Economic Studies in 2008.

Professional Experience and Academic Activity[modificare | modificare sursă]

Mihai Precup is a banker with experience in investments and development, having a recognized career in Luxembourg and France[6]. He was also a faculty member at Panthéon-Sorbona Paris 1 University, where he taught [7] courses on private funds, investment funds, banking and financial crises, the Eurozone crisis, and the monetary policy of the ECB for five years. He also taught at the West University of Timișoara.

He worked at the European Investment Bank (EIB) as an advisor to the Vice-President of the EIB on issues related to Southeast Europe – (Greece, Cyprus, Bulgaria, România and FYROM). In this capacity, he contributed to transactions worth over 10 billion euros to support infrastructure development and other key projects.

He also worked at BNP Paribas, as a Corporate Credit Analyst. Between 2018 and 2022, he was the investment director of the private equity fund Progressio Capital Partners in Luxembourg.

As of June 2023, he is a member of the Board of Directors of the European Investment Bank[8].

Mihai Precup wrote the book "Private Equity - The Future of Alternative Financing in Eastern Europe" [9]. This work is a compendium of course notes and scientific articles published over the years. It is also the result of complementary research carried out over the years in which he worked in the field of investments in international financial institutions.

The objective of this compendium is to make the research findings available to professionals in the private equity industry, as well as to the general public. This work also includes a summary of the private equity course he taught at Paris 1 Panthéon-Sorbonne University.

The Future of Private Equity in Europe - the Determinants Across Countries. It is a study that examines two aspects related to private equity investments in Europe. First, it presents the evolution of private equity investments in European countries during the last crisis. Second, the paper analyzes and identifies the main determinants of the European private equity market, using panel-based empirical analysis.

He was co-founder and led the French and Luxembourg branches of the League of Romanian Students Abroad [10] .
