  3. it was in the public domain in its home country (Danemarca) on the URAA date (1 January 1996).

This official photo of Prime Minister was taken no later than 1953. PD status in Denmark since 1979, as it falls under the transitional regulations of the Danish copyright act (§ 91, section 5),[1] limiting copyright protection of non-artistic works created before 1 Jan 1970 to 25 years (which corresponds to the the rules of Denmark's former Photography Act).
