«Прямоугольное полотнище с отношением ширины к длине 2:3, с использованием элементов композиции герба Сальского городского поселения в красном, зелёном, жёлтом и белом цветах».

Описание герба: «В зелёном поле червлёный столб, обременённый в главе золотым цветком подсолнуха, посредине которого положено серебряное крылатое колесо, поверх всего и внизу двумя золотыми молотками и сопровождаемый по сторонам двумя связками золотых колосьев, перевязанных золотом».
