The Volunteers were never brought into the field toany extent, being allowed to play the bandit in the cities. Butwhen the Carlist wars came on it became impossible for Spainto spare recruits, and the constantly diminishing forces gradu-ally fell back before the insurgents. In 1876, the Carlist uprising in Spain having been sub-dued and Alfonzo XII. placed upon the throne, General Mar-tinez de Campos, who had won distinction in putting an end

THE PEACE OF ZANJON 157 to the republic and restoring the Bourbon dynasty, was sentto Cuba with 25,000 veterans of the Carlist wars to end the in-surrection. He had had experience in Cuban warfare, yetnotwithstanding his experience and energy, and that of hisveterans and recruits, and in spate of the dissensions amongthe insurgents, he made little headway. The latter easilyeluded the larger forces sent against them, and overpoweredsmaller detachments. The hot season was again coming on,and the Spanish troops were weakening under the effects ofthe climate, when Campos determined to undertake negotia-tions for a peace. Early in 1878, both sides being well-nighexhausted, he succeeded in obtaining an armistice. The headquarters of the insurgents were then in Cama-giiey, and there the insurgent leaders met to consider the over-tures. A commission of nine generals, with Garcia, who hadsucceeded Cisneros as president, were appointed to meet Gen-eral Campos and a number of his officers at the
